On November 21, 2022, the City Council voted unanimously to adopt PlanOsky: A Comprehensive Plan for the City of Oskaloosa, Iowa, prepared by RDG Planning & Design, as the city's official plan.

This comprehensive plan update project kicked off in October 2021. The planning process included a series of surveys, stakeholder listening sessions, a community roundtable, design studios, pop-up events, and open houses for public engagement. This plan includes a substantial amount of public input and is the community’s official vision for growth and development over the next 10 to 20 years.

A project advisory committee contributed their time and expertise to the plan’s preparation over the prior year and voiced its support for adoption.  On November 8, 2022, the Planning & Zoning Commission held a public hearing on the draft plan.  Following the hearing, the commission voted unanimously to adopt the plan and recommended the same to the city council.  The city thanks these volunteers, and also the many community members, who contributed to the plan's preparation.

PlanOsky replaces and succeeds the following previous city plans:

  1. The Oskaloosa Plan, a Comprehensive Plan for the City of Oskaloosa, prepared by Renaissance Design Group (RDG) Crose Gardner Shukert and dated March 6, 2000.
  2. Comprehensive Plan and Policies Report, City of Oskaloosa, Iowa, prepared by Veenstra & Kimm Engineers and Planners and dated August 1984.
